European Countries Question Whether Trump’s Hormuz Plan Has Any Endgame

European leaders have raised pointed questions about whether Donald Trump’s Hormuz plan has any realistic endgame, declining to send warships and pressing Washington to explain what a successful outcome of the military campaign would actually look like. Trump’s warnings about NATO’s future fell flat across the continent, with governments arguing that joining a conflict without understanding its purpose, scope, and intended conclusion would be strategically irresponsible. The demand for an articulated endgame became one of the defining themes of European responses to the crisis.

Germany’s defense minister Boris Pistorius gave the sharpest expression of this concern, asking publicly what Trump expected from European ships in a theater where American naval power had not resolved the standoff. Chancellor Friedrich Merz backed that position by ruling out military involvement entirely and arguing from historical precedent that open-ended military campaigns rarely delivered the outcomes that justified them. Together, they presented Germany’s refusal as a demand for strategic accountability as much as a rejection of the specific request.

Keir Starmer of the United Kingdom maintained his careful positioning, committing to a plan while declining military pledges. He acknowledged the global importance of the strait and stressed the need for broad multilateral backing before any action was taken. Trump’s frustration with London was apparent but did not alter British policy.

Italy, Greece, France, Japan, and Australia all declined participation. The EU confirmed that Operation Aspides would not be expanded after Monday’s ministerial meeting. Kaja Kallas noted the absence of member state appetite for changing the mission’s scope. Estonia continued to demand clarity on American and Israeli strategic goals, amplifying the broader European call for an articulated endgame.

The military conflict showed no signs of ending, with Israel conducting fresh strikes on Iranian cities, Iran launching retaliatory missiles at Israel, and drone attacks disrupting UAE energy and air operations. Iran rejected ceasefire proposals and warned against US ground deployment. US casualties climbed to 13 dead and over 200 wounded, and rights groups documented more than 1,800 deaths inside Iran.
